Wall-E's city has total cloud cover with only the very occasional, and relatively small, opening. It's mostly dust, not water vapor, given its brown color. Since dust exists all over the world it's pretty much a certainty that this sort of cloud cover is present everywhere on Earth. Yet, when the planet is viewed from space, no such cloud cover is visible anywhere on the planet.
