Right after De Niro successfully blasts his way into the safe and retrieves the scepter, Norton shows up and, aiming a gun at De Niro, instructs him to hand over the treasure. Norton justifies this double-crossing by explaining his theory that De Niro and Marlon Brando were gonna split the lion's share of the loot and only give a pittance to Norton. De Niro does hand over the scepter, but as the security guards enter, they both make a run for it. A few minutes later, away from the crime scene, Norton phones De Niro, who tells him to check the bag with the scepter. Norton sees that he was given a fake scepter while De Niro has the real one. De Niro retires (the scepter is presumably his last score/robbery). He meets up with Angela Bassett at the airport. Meanwhile a massive manhunt commences for Norton, whose prospects look grim.

Plot hole: When the security guards enter the cage housing the blown safe there are no traces of the water used to break the safe - not even on the (dry) floor. This happens only minutes after the explosion sent the safe door and gallons of water across the cage.

Question: Why does Norton lie and say that he "has company" and then make De Niro wait longer during the robbery? Sure, Norton double crosses him later, but wouldn't making his partner wait put both of them in danger of getting caught since it delays them and increases their chances of getting caught?

Answer: Norton already has an advance plan to prevent himself from getting caught. The delay is both to fluster DeNiro, and to prevent him from having enough time at the moment of the double-cross to come up with an alternate to handing over the prize without getting caught himself.
