When Mr. Bean is looking at the one-way window on his side the window comes down to around his belly-button but on the other guys' side it comes down below Bean's waist. [It's all about angles. The men behind the mirror are standing on a slightly higher level than Bean, therefore, they are looking down at him, which would give the appearance of the mirror coming down lower.]
